Although it's not common, heavy body armor does exist in 1948. The Soviet Union produces newer and better models every year for their most elite troops. The US and Germany are also developing various kinds of bullet proof body armor ranging from silk vests to steel breastplates. The British are also deploying new types of heavy armor, but they also have some vintage suits from WWI that are still effective.
